Reporting to the SEACEN BOG, the SEACEN EXCO oversees operational matters of The SEACEN Centre. The Chairman of the BOG is concurrently the SEACEN EXCO chairman. The EXCO members comprise Deputy Governors/ Assistant Governors of all the other member banks. The SEACEN EXCO meets at least once a year, normally at the central bank that holds the chair of the SEACEN BOG.

Following the decision at the 21st SEACEN Board of Governor's Meeting on 26 June 2002, the SEACEN EXCO has the following responsibilities and functions:

• Consider and advise the SEACEN BOG on high-level policy matters of strategic importance to The SEACEN Centre;
• Consider and approve the funding for The SEACEN Centre's annual budget;
• Examine and approve The SEACEN Centre's proposed research and training programme;
• Formulate, review and approve rules and regulations with regard to the staff of The SEACEN Centre; financial procedures to be followed by The SEACEN Centre; and other policy matters for the effective management of the affairs of The SEACEN Centre;
• Make recommendation to the SEACEN BOG on admission of new members and observers to The SEACEN Centre;
• Approve any arrangements entered into by The SEACEN Centre with other central banks or monetary authorities or specialised regional or international organisations, fora or agencies;
• Make recommendation to the SEACEN BOG on the appointment of the Executive Director of The SEACEN Centre, and approve the appointment of the Directors of The SEACEN Centre; and
• Have all the powers for the management and administration of The SEACEN Centre as delegated by the SEACEN BOG.
