9th SEACEN-CPSS Advanced Course on Payment and Settlement Systems for Emerging Economies

This advanced Course will build on knowledge gained from the SEACEN Intermediate Course on Payment and Settlement Systems for Emerging Economies. It will focus on policy and topical issues of current interest in the payment and settlement systems. In response to the learning needs of several member banks, for OY 2010/11 the emphasis will be to facilitate deeper understanding of risks, management of risks, and efficiency issues in the retail payment systems. The Course will be conducted in collaboration with the Committee on Payment and Settlement Systems (CPSS) of the BIS, and held back-to-back with the Meeting of Directors of Payment and Settlement Systems.

Objectives: At the end of the Course, participants will be able to: (i) describe the business models of new retail payment instruments with regard to infrastructures, practices, issues and developments; (ii) examine a central bank’s roles and approach to promote interoperability for payment and settlement systems; (iii) examine implications and policy issues on payment and settlement systems oversight, with emphasis on central bank’s role in the changing regulatory environment.

Resource Persons: The faculty of resource persons will be drawn from the CPSS of the BIS, as well as central banks in the advanced and emerging economies, including SEACEN member central banks.

Target Group: Mid- to senior-level officials from central banks/monetary authorities, with at least 5 years experience working in payment and settlement systems policy, operations, oversight, risk management and IT supervision. Participants should have basic knowledge on PSS risks and the CPSS core principles. Participants who have attended the SEACEN Intermediate PSS Course will find the Course particularly beneficial.
