The programme of research evolves out of the proposals and priorities identified by the Directors of Research
and Training (DORT) of the SEACEN members, and the SEACEN Centre. In view of the large number of research
topics proposed, a priority listing is done using the following criteria: topics related to core central bank functions;
currentness of topics; available expertise and budgetary constraint. The programme of research is first endorsed by
the DORT before submission for approval by the SEACEN Executive Committee and ratification by the SEACEN
Board of Governors.
A SEACEN research project could be conducted either as an "in-house project" which relies mainly on the
resources at the Centre, with occasional support from member central banks in terms of data and information, and comments
on the draft reports. Alternatively, a "collaborative project" requires more resources from the member central banks
in designating their respective staff to prepare country chapters.
Most of the researchers at the SEACEN Centre are seconded from the member central banks on a fixed
term basis, either on a 2-3-year contract (Director of Research and the Senior Economists) or a 6-month
contract (for the Visiting Research Economists).
