
SEACEN Strategic Human Capital Course Advances Digital HR Leadership in Central Banking
The SEACEN Centre conducted the SEACEN Strategic Human Capital Course on Digital HR Leadership in Central Banking: From Legacy Systems to Strategic Stewardship in the Age of AI and Analytics on 16–17 July 2026 in Phnom Penh, Cambodia.
The two-day hybrid programme brought together HR leaders and professionals from SEACEN member central banks to examine how digitalisation, artificial intelligence, analytics, and evolving workforce expectations are reshaping HR leadership in central banking. The course focused on helping HR leaders move beyond legacy systems and compliance-driven processes toward a stronger stewardship role in institutional capability, workforce governance, leadership continuity, and trust.
Across the programme, participants engaged in discussions and exercises on leading cultural transition, repositioning HR leadership for a digitally enabled central bank, redefining HR leadership authority in AI-influenced environments, shifting from job-based to capability-based workforce strategies, building digital and data fluency, governing human–AI decision-making, and strengthening execution discipline in HR transformation.
The programme reinforced a central message: the future HR leader in central banking is not merely a manager of processes, but a steward of institutional capability. As central banks continue to navigate digital transformation, HR leaders play a critical role in ensuring that technology-enabled change strengthens people readiness, leadership accountability, organisational resilience, and public trust.
