Strengthening Institutional Partnerships for Effective NPL Resolution and Financial Stability

The SEACEN Centre, in partnership with the Bank of Korea (BOK), Korea Asset Management Corporation (KAMCO), ASEAN-ROK Financial Cooperation Centre (AKFCC) and Asian Development Bank Institute (ADBI), successfully conducted the programme on “Non-Performing Loan Resolution and Asset Management Companies: Strategies for Financial Stability” in Busan, South Korea (27–29 October 2026).

The programme reflects The Centre’s commitment to building strategic partnerships and leveraging KAMCO’s extensive institutional expertise and practical experience in distressed asset management, NPL resolution, development of secondary market for NPLs and international cooperation.

The course was designed to provide central bankers, supervisors and regulators with a comprehensive understanding of NPL management frameworks, combined with Korea’s institutional and operational experience and global perspectives. Key themes included the implications of NPLs for financial stability, pre-emptive restructuring, AMCs (public and private), credit guarantees, legal and judicial frameworks, secondary markets and private NPL investment.

A key takeaway was that effective NPL resolution requires a coordinated institutional, regulatory and legal framework, supported by timely intervention and well-functioning markets. Grateful to all partners, speakers and participants for making this programme a success.
