The SEACEN Centre seeks a suitable candidate for the position of Director, Research and Learning Contents (Director, RLC).

Housed in an ultra-modern facility in the heart of Kuala Lumpur, SEACEN represents a learning and research collaboration of 17 central banks and monetary authorities from the Asia-Pacific region. Established in 1982, SEACEN has provided learning and research opportunities to generations of central bankers. Many of the region’s top central bankers have attended SEACEN learning programs at some point in their careers. SEACEN has also forged strong working relationships among the regional central banks, particularly by facilitating forums for important issues among its members. In conducting its learning and research activities, SEACEN relies on partnerships and collaboration with central banks in the region and from outside the region, as well as international multilateral and private organisations. The focus of SEACEN’s learning and research is in the areas of Macroeconomic and Monetary Policy Management; Financial Stability and Supervision; Payment and Settlement Systems; Leadership and Governance; and Central Bank Management. SEACEN aspires to be a hub for learning and research in core central banking functions and to provide thought leadership on issues affecting its member central banks.

Job Description

Reporting to the Executive Director, the successful candidate is expected to lead and direct the implementation of SEACEN research programme and support in learning activities to realise SEACEN’s vision of becoming the regional learning hub for central banks in the Asia-Pacific region; devise strategies to enhance quality of research and expand networking to design and build up case studies and learning contents.

Visioning: Perceptive and alert to changes in the environment and potential economic and financial sector problems/issues faced by central banks in the region so as to promote thought leadership, build regional views and recommend appropriate and timely strategies and actions. Assist the Executive Director to drive the transformation of SEACEN to achieve world-class regional learning hub.

Advisory and Consultancy: Advise the Executive Director on matters pertaining to research projects, case studies, learning contents and knowledge management initiatives; continuous improvements on SEACEN core enabling processes, networking and other processes to enhance quality and impact of research activities.

Network and Alliances:

Develop closer ties with directors of research and other relevant departments in member central banks to leverage on member banks’ resources and feedback to support research and case study activities.

Promote alliances and network with reputable international/regional research institutions, advanced central banks and renowned researchers to enhance quality of research and case studies.

Collaborate with Learning Design and Development Department in identifying and developing case studies, learning contents and course design; and identifying resource speakers for learning programmes.

Promote research networking through modern channels.

Problems/issues identification and resolution:

Lead and coach research staff to anticipate, analyse, and solve complex problems relating to the conduct of case studies, learning contents and research activities. Ensure efficient and effective implementation, administration and management of budget and other resources of Research Department in compliance with internal administrative procedures.

QUALIFICATIONS

Ph.D. in macroeconomics, preferably specialising in monetary economics, finance, international economics, and econometrics. Strong background in econometric or quantitative analysis is an advantage.

EXPERIENCE

Have extensive research experience including leading a research team at the country/regional level as well as experience in serving as resource speaker and preparing case studies/learning contents. Have international exposure in the main areas of central banking. Excellent proficiency in written and spoken English as well as presentation skills.
